You got the nature of the whole project right there. The most common argument in favour of the statue was:

A piece of art does not have to fit in.

Residents did complain a lot about the statue long before the commune made the final decision. There was plenty of time to call it off.

There was a prototype in the commune's museum. Noone ever said it was beautiful.
