Not really. I wouldn't associate this gangs only with Negroes and rap music, media influence and so on. Such attitude goes back a long way, this gangs are typical for countries where you have poor population with inferiority complex or for immigrants in general. When country doesn't do a thing to stop this problem the result is this video.

You had such gangs in America when Negroes were still picking cotton in Alabama - all kinds of Irish, Italian and Jewish gans, not to mention cowboys in the west which were quite simmilar by behaviour to Turks in Germany back in their days. I'm taking America as an example here because it's a country build by immigrants. What have here is self-ghettoisation which goes hand in hand with "thug attitude", even if there was no Americanization and promotion of "nigger culture", they would behave like this.
