According to most anthropological data, they are thought to, yes.

Karelians:

Anthropologically the Karelians belong to the East-Baltic race in which strongly European features are blended with some Mongolian traits.

Another Uralic speaking people, the Nenets, living in and around the area of Arkhangelsk:

Anthropologically, the Nenets are representatives of the Uralic race with stronger than average Mongoloid characteristics. They are commonly of short stature (the average male height is 158 cm) and a stocky build. The face is broad and flat, with a short and somewhat protruding nose. While hair is straight and thick, beard growth is poor. Eyelids commonly exhibit epicanthic folds. Due to dark pigmentation, hair and eyes are black or brown and the skin is swarthy. In appearance the Nenets resemble most the Ostyaks, displaying, however, more Mongoloid characteristics. The Nenets of the Arkhangelsk region exhibit a somewhat stronger European strain.

A Finno-Ugric speaking group, the Khanty-Mansi. Khanty and Mansi are two seperate languages closely related to each other (could be even called "dialects") and are kin to Hungarian and Finnish:

Anthropologically, the Khants are representatives of the Uralic race. Over half of their racial characteristics are predominantly Mongoloid (particularly in the Beryozovo region). They are short (the average height for men is 158 cm and for women 146 cm), and their broad-shouldered stocky trunk has a characteristic convexity. They have narrow eyes and high cheek-bones and their eyes and hair are dark.

Likewise, Maris, Komis and Mordvins all speak Finno-Ugric languages and considered to have significant Mongoloid traits (those to the Northeast more so than others.)

The Chuvash on the other hand are of the Turkic language family and are considered to be kin to Tatars etc. Unlike most other Turkic groups they are Orthodox Christians (and thus, probably "White" )

Unbelievable how the national costume of the Caucasian peoples, the Cherkesska, have travelled around. The Cossacks (which were not an ethnic group but a political/economical/regional one), living very close, and later on together, with the Northwestern Caucasians and having some Circassian members amongst their ranks are well known to have adopted the Cherkesska; which was the most suitable dress for riding great distances and fighting on horseback. The Cossack Guards of the Tsar also wore the same costume by orders of the Tsar himself as well as some of the military who adapted it to their use but I would have never guessed it to travel that far up to the north and become a national costume for Komis.

The women's dresses are completely different though.

Sometimes khanty and mansi are light-eyed and have blond hair like them:

I wouldn't doubt it, and of course you'd know better, living closer to the area. Those who have more Uralic traits in their phenotype then Mongoloid might very well have light hair and eyes. Even those who look phenotypically Mongoloid could easily have light pigmentation as, from what I make out of the data, neither Khanty nor the Mansi are exclusively Mongoloid. It's just more or less stressed in their features.

Yeah, just take a look at the situation of Baltic Finns: Votes, Vepsians, Izhorians and Livonians (nowadays in Latvia) are almost extinct languages and cultures. The situation of Karelians is somewhat better but their culture is still endangered.
