If it is pyramid at all. Although this article seems to imply that is rather the same case as that of the "Bosnian pyramid".

Nothing to do with us English! It was built long before we arrived. There are however several English legends attached to it, one being that the Devil was intending to drop a bag of salt on the nearby town of Marlborough, but dropped it on the way - hence Silbury!
