This is not bulgarian.At least not proper bulgarian. Could be some dialect.In bulgarian it would be 'kucheto razkasa kotkata' or ' kucheto uhapa kotkata'.
The word for dog 'kuche' is an old bulgar word. The slavic word for dog is 'pes'.
I think that this is either macedonian or old bulgarian.
Anyway , where did you get this from?

It's Macedonian, why? Looks like it's from the comparative grammar by Friedman.

Serbs also use this word as a diminutive. The word pes is quite common in Macedonia too and used interchangeably — kuče is just preferred.
