A sea of false documents...
Document fraud may be lucurative for monkeybusiness
And according to the world situation, it has opened for more dangerous options than before.
We simply do not know who is in the land.
Annoying enough with simple criminals using such tools for profitable purposes. But it also makes it an easy to use tool in the hands of political and or religious phanatics.
Imagine how many of the sampled 100,000 norwegian passports mentioned below that are in the hands of foreighn cultural adventurers, travellers and fundamentalists.

A such situation should call for an immediate replacement of all Norwgeian passports annual, but that costs. For the new machinereadable passports, that contains a microchip with photo and personal information, it costs 990 Nok, that is more than 100 Euro.
The government should pay, as it is time to upgrade the priority of this dangerous security break.
The ocean of of forged and displaced passports and plastic may call for other solutions than a externe thing, even of constant and years lasting validity.
Perhaps a microchip shot into the neck of all citizens, that is only activated when abroad?
And constant updated by crawling all available registers...and sensors along the physical national border?..
