My God, this is a typical case of false dilemma or false opposites. Either rapes or police state? I say neither of the two.

What is more, I think Scandinavians currently have both at the time: they have a wave of immigrant rapes and police state censoring anyone who dares to speak out against the sacred cows of the modern leftist liberalism.

In a homogeneous society (better say: community), where liberalism doesn't rule supreme, you don't need to have a police state in order to prevent rapes and other kinds of criminality.
