Poland's president has suggested that the European Union respond to its constitutional and budget crisis by staging a Europe-wide referendum.
Aleksander Kwasniewski said EU citizens could vote on goals and plans for the 25-nation bloc. The referendum would be preceded by a debate on the fundamentals of the EU.
His suggestion, published in the German tabloid "Bild", follows the rejection by French and Dutch voters of a draft EU constitution and last week's failed budgetary summit in Brussels.
Kwasniewski said that "bitter" experiences had shown the need to mobilise public discussion.
