Judge Garzón of the Audiencia Nacional is an ally of the Socialists, who even ran for Ministry of Justice in the elections with former Socialist leader Felipe González, who had promised him all power to deal with [Socialist] corruption. Short after, he left the government as corruption soared.
After these four years secretly dealing with ETA and even politically harassing the victims of ETA terrorism, Zapatero needs a quick fix to send the message that he is actually fighting terrorism, for the forthcoming March elections. So it is clear why Garzón has now decreed the cautionary banning of these two groups of support to ETA.
The Corte Suprema (Supreme Court) has ruled that this is an electoralist move and that they don't endorse it.
However, the cautionary banning from the Audiencia will go ahead because it has been decreed through the Law of Parties, and it does not conflict with the decision ruling from the Supremo, which is judicial.
