I don't know if Bulgaria does also, by know the Serbian government has an interest in developing the area on the Serbian side of the border to be a skiing area to rival Kopaonik regardless of whether or not the plans to host the olympics come for fruitition.

Bulgaria and Serbia discuss the opportunity to present a joint candidature to host winter Olympic Games.
During his visit to Serbia on February 21 2007 Bulgarian President Georgi Purvanov supported the idea for the construction of a tourism centre in Stara Planina Mountain on the border between the two countries, Serbian newspaper Blic said.
Mladan Dinkic, leader of Serbian party G17 Plus, suggested that the two countries could host together Olympic Games.
According to Blic, Purvanov assigned to Bulgaria’s Economy and Energy Minister Roumen Ovcharov to launch discussion with Serbia on the execution of the project.
The last Olympic Games hosted on The Balkans were in Bosnia and Herzegovina’s Sarajevo in 1984, Bulgarian National Radio (BNR) said.
If Bulgaria and Serbia present joint candidature, it would be the first case in which two Balkan countries present a common host application.

Serbia is ready to invest in the project and make the resort suitable to host winter Olympics.
Serbia has approached Bulgaria to build together a winter resort on the border area of the Balkan Range, Economy and Energy Minister Peter Dimitrov said here, after his return from a visit to Bulgaria's western neighbour.
The location of the mulled resort on the border between the two countries was chosen by a Canadian company which assessed it as the best place for winter tourism on the Balkans.
Dimitrov said that Serbia is ready to invest in the project and make the resort suitable to host winter Olympics. (BTA)
