Just my comment: a recent study (i'll try to find the source) was published in the portuguese newspaper "Publico" that stated that the prisoner population in Portugal was composed of 80% individuals of african or mixed descent, and of these 80%, 63% were in prison for "violent crimes" (homicides, etc).

Interesting indeed - but it can also mean that Polish justice is more efficient.
Also, this data...

... is a total joke, a recent study showed that about 70% of prisoners in France were from Maghreb or Africa. But most of them are French citizens, so only 21.4% of prisoners are regarded as foreign.

By the way, I also recently heard from a German friend that it was the same thing in Germany, where most prisoners are - according to him - from Turkey or Poland. But as he is a bit "Zyklop-styled" I don't know whether this information is reliable or not.

Numbers of prisoners can mean many things, but I think it has as much to do with the economic situation as with anything else--including efficiency.
Take a look at othet ex 'bloc' countries, population-wise Poland is no different than the rest.

As for foreign prisoners in Poland, well, there aren't many foreigners in Poland, that's a fact.
