Probably the truth lies in the middle.
As I said, i have direct evidence for non cooperating italian soldiers who where interned very close to jews in one case and their tales are that of undernourishment and hard work. Not different from some tales of the survivors at the Hereford internment camp in USA for seriously fascist POWs. the diet of such italian internees in german was very poor, a soup of vegetables with one potato and some bread made with a mix of bad floor and sawdust. But they claimed to me they were treated just like the jews. None of them had the slightest sympathy for the nazi regime, while they had no bitterness towards the populace, having witnessed some acts of furtive generosity towards prisoners, when they could communicate, which was often possible to italians working outside camps. Such people were interned between 1943 and 1945, in the worst moment of the war: it is likely that conditions in camps did worsen because of both a political decision to let prisoner starve and the paucity of supplies cause by prolonged war and bombings cutting off lines. It sounds bit like the paradigm of soviet camps, where conditions would vary greatly over the years: in 1938 a prisoner would survive for an average of two months , in the fifties they could live for years and many even got to the end of their sentence, even if to be re-condemned again.

Croatia is only formally a free-speech country. It is true, here you can say many things that are contrary to the official policy and ideology, but you do not get an occasion to voice your opinion in the public media. Nobody would hear you, so it boils down to the same.
