When do I get to have an avatar and signature?

It's easy

1. Go to "User CP" menu on the upper left.
2. Choose "Edit Avatar".
3. Read the instructions, and edit your avatar image in a program such as for example Adobe Photoshop before upload if necessary.

How do you get the pictures up in your signature?

Upload the picture on one of those sites (imageshake, etc.) and paste the url in the signature, using [img] tag.

UserCP -> Edit Signature

Then, where it reads Upload Signature Picture, either put the link to the image file wherever it is on the internet (Option 1), or click the button Examine to upload it from your computer (Option 2). Then click on Save Signature.

After you've that, you'll see a link under Your Current Signature Picture that reads: Insert Signature Picture. Click on it and it will add the following bbcode to your signature:

[SIGPIC][/SIGPIC]

(you can add that code by hand).

I don't remember if that's actually the end of it, or if you still have to click on Save Signature, again.

Alternatively, you can always use the [IMG][/IMG] tags to hot-link to an external picture. Just make sure that the picture will be kept at the location URL.
