I think the best choices are the SPQR and the papal flag since both represent something that most Europeans can connect to

I strongly disgress here. Not most Europeans can connect to the Vatican flag, and the matters of the temporal must be left to men.
In any case, I don't see why there should be a flag for Europe. I wonder how many here have ever felt any kind of attachment to the E.U. flag.. ![]() Not a flag that intends to substitute the symbols of the nations, but perhaps it would be nice to have a symbol that can represent an ideal, or a will.. a double head eagle that can be identified with both the East and the West.

I disagree with the Vatican flag or any flag that has religious connotations. There are religiously non-homogenous European nations. There are non-Catholic European nations. Then there are Europeans that feel absolutely no connection to the Catholic Church... or any Church, for that matter. If there has to be an European flag, I'd go for a more 'neutral' symbol (not sure what word to use here). An eagle... why not... Eagles have been represented on the flags of many nations and they are already consecrated symbols.
