I guess those in the green box are R1b then though R1b is balanced in central europe with R1a and I.

I think the existance in western southern europe of I is explained in a good manner in the article. Interestingly I was reading something about flemish settlers who after the Reconquista settled most of our southern regions and gave birth to what we call now "louros do sul" ("blondes of the south") and that are rather common in the southern regions. Perhaps that is the origin of the "South Holland" clade in the tree above.
