No. The Albanians rejected the proposal. Cosic and the PM of FRY at the time (an American Serb called Milan Panic) tried courting the Albanians in various ways to get them to agree. Everything they offered to the Albanians rjected. They offered several plans, giving in to more and more of their demands.

The offers were rejected by Albanians, because they wanted all of Kosovo specifically. Serbs have writte very little on the proposed Kosovo partitions. Albanians on the otherm hand have written more.

The main reasons for rejection are simple. Albanians want all of Kosovo. The second reason is that the majority of mines in Kosovo are in Serb areas and an independent Kosovo would need those mines to have any chance of economic viability.
