I voted for options #1, #2 & #4. Option #3, bribery to private businessmen, while still a major issue, it is one of ethics and of morality.

The major problems are officials who, instead of serving the State, what they should do, somehow make the state serve them.

Yes yes, I see what you mean. But when government and labour unions are bribing big corporations, and when all this is done to achieve means financial, social and political that are no good for the ordinary man, it does become a major problem.

I was assuming bribery between businesses.
In any case, whichever direction it takes, it is a major issue because it is a sign of a sick system and society.

Bribery/corruption is a nonissue here. But it is talked about occasionally.

Actual "bribery" of government officials, like giving a politician an amount of money to vote a certain way, is probably close to non-existant. It seems doctors and other professions often get free trips & gifts to promote certain products.
But, when it comes to more "unofficial" corruption, such as government representatives getting high ranking jobs in the private sector after they've left politics, politicians & media befriending capitalists, etc, I feel it's a very big issue. For instance, our former prime minister recently got an employment at a PR / lobby firm! Politics is money, even in Sweden. |

In Spain corruption is linked to politians, fortunately, Government officials (clercks) are most generally clean.
But the political class is unfortunately corrupted, not only in the "light" way that Erik Puke has signaled, but also in their daily praxis. This is specially noticible in town halls and real estate issues. |

In Croatia it's the local politicians who are extremely corrupted, even more so than those of the central government. What we have is the intertwining between the political class and business.

The regional civil service staff of Naples came to the fore for its refusal to implement a waste disposal plan that any other region has: they refused to implement it because it is in the interest of camorra (neapolitan mafia) to avoid the construction of incinerators and other waste treatment plants, since they run and illegal dumping ground system that is immensely lucrative. You may imagine what it is like to build a road in such zones ...
