The Congress of Ukrainian Nationalists is a political party which unites the citizens of Ukraine and in its activity is governed by the Constitution of Ukraine, the current legislation, the statute and the programme of Congress.

The Party was founded on October 18, 1992 at the Constituent congress in the city of Kyiv.

It was registered by the Ministry of justice of Ukraine on January 26, 1993, registration number – 385.

Since its foundation till March 2003 the party was governed by the people’s deputy of three convocation’s Yaroslava Stetsko.

On April 13, 2003 at the 7-th congress of the party Oleksiy Ivchenko was elected the Head of the Congress of Ukrainian Nationalists.

The motto of the party:
«To struggle for strengthening of power and glory of the Ukrainian state»

The activity of Congress extends across the territory of Ukraine.

The location of the leading bodies is the city of Kyiv.

The aim and the tasks of the Congress of Ukrainian Nationalists.

The main aim of the activity of the Congress of Ukrainian Nationalists is to struggle for the construction of Ukrainian Independent Cathedral state, for its strengthening and creation of pre-conditions for the comprehensive development of all creative forces of the Ukrainian nation.

The Congress of Ukrainian Nationalists facilitates the formation and expression of political will of citizens, takes part in the elections and other political actions.

The party fulfils such tasks in the order established by the current legislation:

• Propaganda of the ideas of Ukrainian nationalism;
• Interaction with bodies of state authority relatively the fulfillment of the aim of Congress;
• Facilitation in the consolidation of Ukrainian people around the national idea;
• Participation in the formation of bodies of state authority of Ukraine, local and regional self-government, the representation in their staff;
• Facilitation in approving the state status of Ukrainian language across the entire territory of Ukraine;
• Protection of spiritual values, honor and dignity of free Ukrainian man – the master on his land and in his state.

The Programme of the Congress of Ukrainian Nationalists covers the main principles of the Congress’ activity, the party’s aims and the ways of their achievement at the present stage of creation of the Ukrainian National State.

Introduction

Modern epoch is the age of the nations’ self-determination and the formation of national states. The national state of Ukrainian Nation has not been still created in Ukraine. The political party – the Congress of Ukrainian Nationalists is fighting for its creation.

The Congress of Ukrainian Nationalists is a successor of national liberation movements of Ukrainian people and its best representatives: Y.Konovalets, S.Bandera, R.Shukhevych, S.Lenkavsky, Y.Stetsko, S.Stetsko and others.

The creative work of Taras Shevchenko, works of Mykola Mikhnovsky, Dmytro Dontsov made the grounds for the Ukrainian nationalism as ideology.

During the new age the Congress connects its being with national-liberation struggle of the Organization of Ukrainian Nationalists. On this basis it forms its ideological and political values and continues its social-political activity on the grounds of Ukrainian nationalism.

The Congress of Ukrainian Nationalists carries out consistent political struggle for building and foundation of independent cathedral state as the Ukrainian National State, which will be a guarantee of revival and blossoming of Ukrainian Nation.

The main directions of Congress’ activity are the following:

• establishment of the Ukrainian national values among the wide circles of Ukrainian society;
• establishment of political, social and cultural rights of the Ukrainian Nation;
• bringing to the state power authority of high educated specialist-patriots;
• overcoming the consequences of the colonial past: cosmopolitism, russification, the complex of insignificance and others;
• political ensuring of free all-round development and full self-expression of creative and spiritual forces of Ukrainian Nation, its establishment among the freedom-loving peoples of the world as a subject of full value of history.

I. World outlook and ideological grounds

The basis of ideological doctrine of the Congress is the Ukrainian nationalism.

The Ukrainian nationalism is an integral ideology and political movement, which has arisen historically from the internal nature of Ukrainian Nation. It is a motive power which unites, disciplines and directs the nation at reaching common aim.

The Ukrainian nationalism always was and remains a decisive power in the struggle for freedom of Ukrainian Nation.

The Ukrainian nationalism has deeply organic traditional features that step down from the nature of the Ukrainian Nation’s being, its culture and psychology. The determine feature of Ukrainian nationalism is the nation protective, overall activity. The Ukrainian nationalism was always a reliable fortress of self-protection of Ukrainian Nation and State. Ideologically Ukrainian nationalism is based on the deep trust in God, which directs human being at creation of Good and resistance to evil.

Nationalism stands for ideal of a noble man.

Each nation has a feeling of nationalism, every conscious and developed person has this feeling, too.

Nationalism overthrows those social-political theories and movements, which are destructive and disoriented in their grounds. By its nature the Ukrainian nationalism is a revolutionary idea and movement and it will never stop in any circumstances and obstacles on the way of achieving its main goal.

II. The Ukrainian National Idea

Nation is the highest form of human community organization, bound organically by common ethnic origin, language, territory, history, culture, historical mission and national idea.

The Ukrainian National Idea is a spiritual reflector of main aspiration of nation, its strategic aim the strengthening of political, cultural, national, spiritual and physical efforts. It outlines historical prospects and gives adequate response to challenges of nowadays reality.

The Ukrainian Nation is a carrier of the Ukrainian National Idea. National elite, the political will of which reflects the core interests of the whole Ukrainian people, expresses National Idea. National elite is a leading group of Ukrainian Nation, which commits heroic achievements, creates high culture and doesn’t hesitate while making a choice between life and death during the struggle for the interests of the Ukrainian Nation and State.

The main factor of National Idea is a nationalist movement – inspired social-political power, which arises from spiritual and social nature of a people. The Ukrainian national Idea coordinates activity of the Ukrainian nationalist movement and underlines the theory and practice of state foundation in Ukraine. The Ukrainian National Idea combines national, Christian, humanist, democratic ideals, aspiration to freedom, equality and justice, which have been and remain peculiar to the Ukrainian people during its history.

The Ukrainian National Idea is universal, has ethnic spiritual, state-political, social, economical and ethic content.

The Congress rejects a statement about “failure” of National Idea in a modern state foundation.

The Congress resists efforts of liberal and cosmopolitan forces to create “new” – pseudo-Ukrainian idea of “new political Ukrainian or Slavonic nation” with state foundation ideology, in which the outstanding role of Ukrainian ethnos is missing.

III. The Ukrainian National State

The national state is that state, which expresses the interests and will of its people, organization and vital activity of which correspond to nation spirit and character, its historical traditions and vital interests, and which is built on the grounds of democracy, national solidarity, social justice, legal order and personal responsibility.

The Ukrainian National State provides the most favourable conditions for comprehensive development of spiritual and physical forces of the Ukrainian people and it is the best way of life organization.

The Ukrainian national movement has entered into a new period of the struggle for filling of Ukrainian State by Ukrainian national content.

Nation must be a source of sovereign power in a state. Any institution, any person could not govern the power, which doesn’t come from nation.

The Congress is fighting for the power of the Ukrainian people in the Ukrainian land, consistently advocating that professional, adequate representatives, united by unreciprocated devotion to the Ukrainian National Idea and the Ukrainian Nation should work at all levels of Ukrainian State.

Strategy and tactics of state foundation fighting should have not only progressive but also advancing character on the basis of comprehensive and timely analysis and grounded forecasting of political situation and action of forces, engaged in social-political processes.

Following this principle requires, first of all, consolidation, strengthening and developing of nationalist movement, enhancing of its intellectual, skilled and economical potential.

IV. Political allies and partners

Allies and partners of the Congress in the national liberation struggle and state foundation activity could be:
a) in internal sphere – all political parties and social organizations, Ukrainian patriots of national-governmental tendency, who fight for national revival and creating of Ukrainian National State, as the State of Ukrainian Nation;

b) in external sphere – political forces and social organizations of Ukrainian Diaspora and independent countries of the world, with whom we have: common goal in building of a new fair social system of the age of nations;

c) struggle for own national state and independence from all kinds of enslavement, discrimination, world globalization;

d) common activity for establishment and development of the Ukrainian Nation and Ukrainian National State.

The Congress supports fair international and interstates relations in the world, regional interstates unions, formed on the fair and equal non violent basis.

The Congress of Ukrainian Nationalists, as national-patriotic party, is an associated member of European Nations Alliance, which sees Ukraine in European states community and believes in Europe without political, economical and cultural domination of any certain nation over other nations.

The Congress considers that Ukrainian National State will get up not due to compromise agreement of one or another political block, but only as a result of the will of the Ukrainian Nation.

V. The principles of state formation

The Congress of Ukrainian Nationalists proclaims the establishment of the Ukrainian National State as:
· national – its structure and formation corresponds to the state traditions and life interests of the Ukrainian Nation;
· independent – its power and might is based on its own intellectual, economical and military potential;
· democratic – its social-political formation is based on the principles of democracy and political solidarity;
· unitary – with single system of the highest governmental bodies without internal independent state formations;
· legal – in which supremacy of the Law and Legislation is established;
· European – that belongs historically to the community of European states and develops comprehensive co-operation with nations and states of the European continent.

The Congress considers that political formation in the Ukrainian State should be presidential-parliamentary republic with wide authorization of local self-government.

The Law in the Ukrainian State should be an expression of common will of the people. All citizens have the right personally or through their representatives to take part in creation of the Ukrainian State. The law is one for all, regardless if it protects or punishes. All citizens are equal to it.

Society has the right to require from any official person the report relating to its activity.

VI. The principles of national policy

In the sphere of national policy we aspire:

• to ensure the rights of the Ukrainian Nation, its representatives in all fields of the social life within the whole territory of Ukraine;
• to establish relations of peace, understanding and co-operation between the representatives of all nationalities, inhabited Ukraine;
• we also strive for active protection by the Ukrainian State the rights of the Ukrainians who live beyond its territory.

The Congress tries:

• to solve at the legislative level the issue relating the creation of conditions for repatriating ethnic Ukrainians and their families, violently deported by the Communist regime;
• to compensate payments by the Governments of the Russian Federation to all citizens of former Ukrainian Soviet Socialist Republic for their backbreaking work who were subject to repress and violently deported;
• to change valid passports of the Ukrainian citizens with adding to them the line “nationality” and filling in passports only in Ukrainian state language;
• to recognize officially at the governmental level the Organization of the Ukrainian Nationalists – Ukrainian Rebelled Army (OUN-UPA) as a combatant and provide all participant of nationals-liberations struggle with the status of participant in war actions.

The Congress aims that governments of the states (Russian Federation, Poland, Romania and other), where the ethnic Ukrainians still live, should create legislative base in the field of ensuring rights of national minorities, adequate to the Ukrainian laws relating to national minorities.

The Congress demand that the governments of these states should provide:

• the development of Ukrainian language, education, culture, traditional Ukrainian churches according to the needs of ethnic Ukrainian which are citizens of these states;
• getting national information by means of electronic and printed mass media, book production in Ukrainian language, text books responding to the needs of ethnic Ukrainians first of all at places of their compact living.

The Congress of the Ukrainian Nationalists, advocating the rights and interests of native Ukrainian Nation, promotes consolidation of all the Ukrainian community regardless national belonging, ensuring to all citizens of Ukraine the equal rights.

The Congress stands upon the rights of deported nations for returning home.

The Congress resists the activity of representatives of those national minorities, which oppress national-cultural reborn of the Ukrainian Nation, strengthening of state defying Ukrainian language and culture.

The Congress stands against domination the rights of national minorities over the rights of native Ukrainian Nation.

VII. The principles of economic policy

The Congress considers that in order to ensure economic independence of the Ukrainian society the state should guarantee:

• development of social-market model of the Ukrainian economy;
• provision of the full employment of capable working population;
• comprehensive support of domestic manufacturer;
• limitation of monopoly and creation of fair competition;
• implementation of modern industrial scientific elaborations and technologies;
• avoiding foreign expansion in strategic spheres of national economy;

The Congress considers that economic system should unite optimum three sectors: state, private and collective. The state sector should cover strategic industry, foreign trade, natural resources as national riches of the whole people.

The private property received by legal way should be untouchable and a matter of respect.

The Congress is striving to eliminate “shadow sector” of the Ukrainian economy.

In the sphere of national economy the Congress defends:

• prior development of scientifically supported industry by means of new technologies implementation;
• development of heavy and light industry;
• development of agriculture (including sectors of processing and sales of agricultural products);
• development of fuel-energy industry with using different kinds of sources of generating and channels of supply of power systems for providing energy independence of Ukraine, implementation and development of energy saving technologies;
• development of homebuilding;
• development of self-sufficient military-industrial complex as material and technical base of supplying Military Forces and defence capacity of Ukraine;
• implementation of programme of autonomous country’s supplying by food products, power supply, building and chemical materials, necessary natural raw materials;
• enhancing of national economy effectiveness up to the level of highly developed states in order to meet needs of the Ukrainian people and export of manufactured products.

In the sphere of agricultural policy the Congress supports opinion that land, the most valuable thing for the Ukrainian people, should be peasants’ property and struggles against any speculations from the side of oligarchs and governed institutions relating to land sale and its privatization excluding interests of those, who works on it.

The Congress pays special attention to the development of agricultural and processing industry. The Congress stands against swallowing up of agricultural complex of Ukraine by industrial, commercial and banking capital.

The Congress struggles for giving peasants preferential credits and taxations, providing them with modern industrial hardware.

Overcoming of economical crisis

The first ranked tasks of the Ukrainian nationalists after accession to power will be:

• review of legitimacy and expediency of strategic enterprises’ privatization;
• avoiding monopoly dependence of Ukraine from Russian energy supply by means of alternative energy generating resources implementation;
• establishment of full economic state control over gas- and oil transported systems of Ukraine;
• implementation of effective policy of induced investments, state participation in capital investments;
• termination of national intelligence withdrawal from Ukraine, creating conditions for returning of working and intellectual resources to Ukraine, artificially driven out the country;
• provision of state bodies’ control over compliance of social security for citizens with relevant prices on the main consumer goods, tariff on public and other social services.

VIII. The principles of social policy
The social policy of the Congress is based on the grounds of maximum accordance between Person and Society; person’s self-realization, creating conditions for providing social stability; motivating creative and active work for the benefit of the Ukrainian society.

The aim of the Congress in the sphere of social policy is to observe principles of social justice, protect sudden social disparity, motivate economic strengthening of middle class and also to correspond the principles of transparency, sincerity and openness in social sphere. Rapid overcoming of those negative phenomena as corruption, monopoly, clan corporation.

The main task of social policy is the increase of Ukrainian people’s living standard and quality of life.

In the sphere of social policy the Congress aspires:

• to implement social-market economy in which each citizen of Ukraine will have guaranteed job according to his ability and education, easy choice of working place and guaranteed social maintenance;
• to determine minimal wages, pensions, grants (scholarships) and social guarantees that will ensure living and cultural needs of citizens.
• To assist trade unions activity.

The prosperity of Ukrainian people can’t be of full value if together with rational economic policy there won’t be a just social policy. That’s why the Congress strives for adoption of such social laws and state social programmes which will guarantee:

• reformation of labour legislation with the creation of real ways of influence on the employer;
• legislative increase of responsibility for tardy payments of wages (salaries) and social payments and compensation of losses;
• the implementation of social maintenance system during illness, accident and financial assistance for children, subsidies for payment of public utilities;
• ensuring of real maternity-and-child protection;
• full compensation of savings put by the citizens at the Savings Bank of the USSR according to the course of American dollar;
• giving youth long-term credits for getting dwelling and education.

IX. The principles of information policy

The Congress considers the information sphere as integral part of state national security system and stands for:

• priority of edition of books, magazines, press and other output in Ukrainian language;
• favourable investment state policy concerning the support and development of home printing industry, TV and radio companies, means of electronic communication, which are objective in the enlightening of information and promote Ukrainian Nations consolidation.

The Congress supports mass media and publishing companies’ activity, which is aimed at:

• provision of the constitutional rights for citizens in receiving true information;
• consolidation of the Ukrainian community;
• revival of spiritual wealth, culture, language, history of the Ukrainian nation;
• bringing up the young generation of Ukraine in the spirit of patriotism, love to their Motherland, worship the Ukrainian traditions and history.

The Congress struggles for:

• driving out those mass media from the information space, which carry out the policy of disinformation, violent Russification, impose on religion and international antagonism, resist consolidation of the Ukrainian community;
• legal liability of mass media for reliable advertising.

X. The principles of policy in the scientific sphere

The Congress considers the development of science as priority and strategic direction in establishing Ukrainian National State and aims at:

• establishing of the Ukrainian essence and Ukrainian state orientation of the national science, activity of which is dedicated to national building, spiritual and intellectual enrichment and strengthening of the Ukrainian State;
• effective state management of science and its duly budget financing;
• orientation of the state and science institutions, during formation and financing science programmes, at national priorities of Ukraine, including its independence from import of foreign technologies or their exchange on the favourable grounds;
• creating conditions for maximum freedom of science research and possibility to use high technology products;
• stopping flow-up of scientists from Ukraine;
• creating guarantees of state, social, economical and social protection of scientists and ensuring all conditions for their effective activity;
• implementing preferential taxation for scientists.

XI. The principles of policy in the sphere of education

The Congress considers that the development of education should outcome from the needs of person, Ukrainian nation, Ukrainian National State and stands for:

• provision of priority in budget financing of education;
• reforming of educational legal base to the level of world standards;
• relief and optimization of educational process;
• strengthening of basic subjects in school programme;
• transfer of the system of civil education and training to the system of Ukrainian national education and training in order to form Ukrainian self-consciousness, culture, Christian morality;
• development and implementation of science-methodical base of national patriotic training;
• elimination of national-conscious educational personnel shortage;
• creation of appropriate science-methodical and printing-publishing base for providing educational system by free, modern literature in Ukrainian language and acceleration transfer of educational-training process to the state Ukrainian language in all educational institutions within whole territory of Ukraine;
• priority in development of Ukraine speaking educational-training establishments in the regions and places, where the rights of the Ukrainians are violated;
• strengthening of initial military training system, involving the Ukrainian officers – patriots to the training process as the teachers;
• strengthening of national-patriotic educational work in schools, out-of-school educational, secondary special and higher educational establishments;
• promotion of development and activity of youth patriotic organizations in educational establishments;
• material, technical and personnel provision of village schools at the same level as schools in the city;
• raise of teacher status in society, providing him with all necessary materials (including spiritual) for training activity;
• provision of talented youth with possibility to study at the secondary special and higher educational establishments on the base of budget financing;
• elimination of corruption during entering and studying in the secondary special and higher educational establishments.

XII. The principles of policy in the sphere of culture

The Congress believes that culture is one of the main factors in national-social people's being and favours the nation’s self-identification and strengthening of political self-awareness of the society.

The Congress stands up for:

• predominance of Ukrainian culture in Ukrainian society;
• strengthening of Ukrainian culture as the main factor of citizens’ consolidation into national community;
• revival of Ukrainian book-printing and overcoming the dominance of Russian-language editions;
• all-round assistance to mass media, that cultivate Ukrainian word and Ukrainian national culture;
• state guardianship of the development of Ukrainian cinematography, fine arts, scenic and musical arts, amateur performances and people’s crafts;
• resumption of the activity of palaces of culture, libraries, museums;
• state assistance of the activity of Ukrainian creative unions in Ukraine and abroad;
• the defence of national cultural space from destructive influence of mass pseudoculture.

The Congress strives for prior financing of the cultural sphere and guaranteed social ensuring of its workers.

XIII. The principles of foreign policy

In the sphere of foreign policy the Congress stands for:

• aiming international policy of the Ukrainian Sate at provision of all vital interests of the Ukrainian Nation;
• effective provision of economical and political interests of Ukraine in the world;
• equal and mutually favourable co-operation with the states of the world;
• formation of Ukrainian-Russian relations on the base of mutual benefits and respect to the independence; demand of removing from the territory of Ukraine Russian military troops (Russian Navy units of the Black Sea); return from Russia national cultural valuable, had been removed from Ukraine; return the Ukrainian share of diamond and golden funds and money investments from Russia as successor of the USSR;
• development of mutually favourable partner relations with the States, which admit their fault for genocide of the Ukrainian people and compensate moral and material damages which was done to the Ukrainian people during occupation or annexation of the Ukrainian ethnic territories, military and penalty actions, deportations and resettlement;
• admitting by the United Nations Organization the starvation of 1932-1933 in Ukraine as genocide;
• diplomatic, moral and material support for Ukrainians, who are living or staying abroad by the Ukrainian State.

XIV. The principles of national security

At present stage Ukraine has sufficient human, scientific, intellectual and economic potential, which can ensure appropriate conditions for nation development and welfare, providing for withdrawal of political and economic crisis and rational state management.

The Congress stands our for creation of national security system of Ukraine which should cover all its spheres: military, state, economic, social, ecological and information.

State security: prevention or neutralization of external forces intervention into domestic affairs of Ukraine, violence of its territorial integrity and state boundary.

Economic security: limitation and prevention of internal and external economic expansion, directed at elimination of national economy of Ukraine; prevention of illegal withdrawal of stocks of materials and capital equipment and financial sources, liquidation of economic crime and influence of criminal groups into economy of Ukraine.

Social security should be based on created optimal model of social-market economy, social protection of citizens’ health.

Ecological security: state measures relating to effective environment protection, implementation of ecological safe technologies in industry, decrease of man-caused pollutions of environment, limitation of unhealthy influence of Chernobyl catastrophe consequences for nature and people: decrease of number ecology dangerous enterprises and technologies.

Information security: state protection of the Ukrainian information space against destructive activity of all mass media and propaganda, carried out in Ukraine and abroad.

All these measures have priority status and provide complete protection of vital interests of the Ukrainian State only in complex.

The most important factors ensuring national security are powerful national defence and readiness of population in case of necessity to defend its country.

For effective use of all society resources in armed resistance organization against potential aggressor it is necessary to create defence system, the main component of which will be national Armed Forces.

1.Military doctrine should provide for:

• keeping Armed Forces with optimal number of military personnel of rank and officer staff during peace time;
• possibility of quick accumulation of Armed Forces during mobilization due to prepared reserve;
• equipment of military troops with modern king of weapon and military equipment of Ukraine and foreign production;
• preserving of obligatory military service by draft;

The main task of Armed Forces in peace time should be war training for ensuring effective defence of territory integrity of the Ukraine State.

Army should become a high school of patriotic upbringing for young people. The Congress of Ukrainian Nationalists is based on the grounds of powerful national army organization, inspired by national-patriotic spirit.

2.The main task of military reform in Ukraine might be:

• preserving of norms of general military duty;
• raising the role and importance of Armed Forces of Ukraine, military service prestige;
• establishing of appropriate level of budget allocation for defence purposes;
• creating a military-industrial establishment in Ukraine on the basis of enterprises with closed cycle of production of the main kinds of modern military equipment and weapon;
• equipping of Armed Forces in Ukraine by all kinds of high technological armament;
• appropriate social provision of military staff;
• creating effective system of training for national-conscious military personnel;
• training of the Ukrainian youth for study in high educational military institutions, for service in the Ukrainian Armed Farces;
• military-patriotic upbringing on the basis of the best military traditions of the Ukrainian troops.

The Congress calls for termination of Ukrainian Armed Forces’ shortage.

XV. The principles of policy in the sphere of ecological security

Taking into consideration the situation occurred in ecological environment of Ukraine and world, the Congress stands for:

• upbringing of “ecological conscious” of the Ukrainian community;
• decrease of ineffective arable area for revegetation of natural lands for the purposes of renewal of ecosystem of Ukraine;
• mobilization of intellectual potential of Ukraine for resolving nature protection tasks;
• providing of nature protection measures by means of budget financing;
• implementation of ecological safe industrial technologies;
• development of alternative technologies of fuel production for transport and industry;
• implementation of effective measures of economic stimulation of enterprises, which are uncharged for environment protection and exercise rational land tenure;
• implementation of the state programme of effective overcome the consequences of Chornobyl catastrophe;
• development and implementation of effective system for industrial, chemical, nuclear, military waste products utilization as well as domestic waste products.

The Congress considers as necessary to prohibit by the legislative way:

• building, use and financing production harmful for health of Ukrainian citizens;
• import to Ukraine waste products of industrial production.

XVI. The principles in the sphere of health protection

Preserving of people’s health and life should be the main task of the Ukrainian National State.

The aim of the Congress in the sphere of health protection are:

• elaboration and implementation of nation wide programme of health protection, which can ensure providing medical assistance on the world level standards;
• implementation of measures concerning demography crisis overcoming; providing favourable conditions for increasing of infant natality, decreasing the level of morbidity and mortality of citizens in Ukraine;
• ensuring the system of wide obtainable state medical assistance for all people in Ukraine regardless their social status or place of living;
• ensuring of effective struggle with “social” epidermis – tuberculoses, AIDS, etc.
  The Congress is trying to reach:
• restoration and development of network of medical diagnostic assistance of the first level; restoration of material and technical and personnel provision of country medical institutions;
• ensuring of appropriate state and alternative financing of the health protection system;
• establishment of state control under medicines quality and prices;
• implementation of wide development of fundamental and applied scientific researches in the field of medicine and their links with practice;
• support of domestic pharmacology industry and medical instrumental industry; legal protection of patients’ and medical personnel’ interests;
• free choose by the patient of medical institution and doctor, regardless of living place;
• priority in material provision of employees in sphere of health protection;
• overcoming of corruption acts in medical sphere;
• establishing of medical ethic principles and deontology among medical personnel.

The Congress underlines that the sphere of health protection cannot be the object of commercialization.

XVII. The State and Church

The Congress stands on the grounds of unification of the Ukrainian tradition Churches into single Ukrainian Placed Christian Church with patriarchy in Kyiv.

The Ukrainian State should defend the rights and legal interests of confessions, standing on the basis of national-spiritual and cultural revival of the Ukrainian nation;

Among other churches and religions, acting in Ukraine, the Congress trends only to those, which care of spiritual revival of the Ukrainian Nation and society.

Ukrainian National State should resist those religious confession structures, which bring split, confession enmity into Ukrainian society, promote denationalization of the Ukrainian citizens, counteract consolidation of the Ukrainian Nation, treat with hostility to the existing of independent Ukrainian State.

The Congress of Ukrainian Nationalists sets for itself a task of building the UkrainianNationalState and comprehensive development of Ukrainian Nation and this task will be fulfilled.

Ñüîãîäí³ æ ìàºìî îñòàòî÷íèé êðàõ ÊÓÍ ³ âòðàòó íèì áóäü-ÿêîãî àâòîðèòåòó: ï³ñëÿ ïîâíî¿ òà áåçîãëÿäíî¿ ï³äòðèìêè Êîíãðåñîì «ïîìàðàí÷åâèõ», ðîç÷èíåííÿ â ÍàÑðàòèÍàÓêðà¿íó, îñîáëèâî â ñâ³òë³ «áðàòàíü» ÍÑÍÓ ñ á³ëî-áëàêèòíî-ðîæåâîþ íàâîëî÷÷þ ÊÓÍ ïåðåòâîðèâ ñàì ñåáå â î÷àõ óêðà¿íñüêèõ ïàòð³îò³â íà ïîâíå ïîñì³õîâèñüêî – ÿêùî íå ñêàçàòè ã³ðøå.
