When Europe regains its independence from the USA (I mean Europe, not EU), only then it will be possible for Russia to cooperate with Europe. And not just to cooperate, but be part of it. Only then the need for policies like this (ie. pandering to the Islamic world) will become unnecessary.

Actually, there is a clear contrast between Russia and Europe. Russia does not suffer from some massive migration: most of Russia's muslim population is actually comprised of ethnicities conquered under the Russian Empire, the Chechens are an example. Russia has it in her interests that this group remains quiet and loyal and so plays into their tastes.
Putin also has very obvious political interests: fighting the US... This isnt a degradation of culture: if Russia wants to maintain its culture it could back off from all the various Muslim people it conquered in the 18-19th century and revert to its old cultural zone of Moscow...
