From a logical and a rational point of view you are right.
But things are not as simple as that.
The ruling class of Europe and America decided that "Holocaust" is the foundational myth of all modern policy. They "decided" that all Europeans (not only Germans) and the rest of the world must be held accountable for the "Holocaust" and that the whole world should eternally "apologise" to the Chosen People. It is, in their view, the most sacred event in the modern history. It serves as justification to many things like multiculturalism, American occupation of Europe, destryoing national identities, abolishing sovereignity etc.
