Agreed. But it should also be used on criminals as others have stated above. When it comes to social service their should be a period of time before people are forced to due their service (let's say three months) and in that period time they will get social services but will need to provide evidence that they are applying for jobs that they are qualified for.
A fourth category compulsory labour service should be put upon is students. In communist Yugoslavia their existed a program called "Radna Akcija" (Work Action) and under this program high school students and university students were encourage to volunteer to do labour service for 2 months during their summer break. I believe such a program should be voluntary on university students and high school students with good marks but compulsory for slacking high school students and not only that slackers should be required to work the entire summer.
