Yes, it's mainly referring to gypsy problem and asylum seekers. The events that happened from year 2003 - 2006, and are "racist" in the eyes of Brussels. Again, it's hard to tell if it's really 'racist' or not it depends on definition of racism.

The gypsy problem is quite old here, but it "exploded" at the end of last year because of a gypsy family (which is hated even by other gypsies) which was illegaly living on a Slovenian property and were involved in all kinds of activities, the locals finally had enough after one of them was beaten by gypsies.

European Parlament from Brussels doesn't know the origin of gypsy problem in Slovenia and probably 90% of people there haven't even seen a gypsy in real life.
