There are those who choose this kind of life, marginals, and others who don't. The best thing would be for the latter to be given the opportunity to find a job that fit their profile, not whatever compulsory job. This would be a decent social solution, yours is not, unless you want to create more anger and frustration.

There's not job for everyone in this current system, so there must be unemployed. Are you ok to clean up public toilets after your university degree?
