A political consensus? There is a political consens the have to be more young people that have to pay the pensions for the growing number of pensioners in an aging society.
In fact, at least in the FRG, there is a debate about the racist new "Lebensborn" policy. Millions of African orphants, whose parents died of AIDS, should be adopted by Germans, that's the idea someone had. I am not sure about pro-natative measures in other countries, but the FRG one's is not really encouraging Germans having more kids.
