In Western Europe I would say France or the Netherlands. Rather France since the Dutch do not have such an important nationalist movement. And we could already speak of a civil ethnic war in many
(formerly) French areas... Just read Aprtgangr's articles.
In Eastern Europe, perhaps Russia or some Balkanic country... Not sure.
Anyway it is highly desirable that the first European country to start such things owns nuclear weapons... Which only leaves France and Russia.
