Actually "Hebrew" is defined by Western scholars as a term applied to Semites, both in terms of language and racial type, who belonged to the nation of Israel
prior to the birth of Jesus.
Jews on the other hand consider Hebrews all the descendants of Jacob prior to the writing of the Torah.
Askhenazi Jews and Shephardic Jews
are semites even if they are blonde+blue eyed or dark haired+brown eyed because semite is not only a racial term but also a ethno-linguistic term.
