The problem is that, according to a survey, mere 8% of Jews in Russia follow Judaism as their religion, with most of the others appearing to be atheists, Christians and even buddhists.
I suspect 275,000 is a number of practicing Judaists. Make your own calculations and you will obtain more or less trustworthy number.
The history of Khazars is a mysterious one, not everyone considers modern Ashkenazim their direct descendants.
