I would add that internal mass migrations are bad as well. I don't see the point in making migrate thousands of maketos in Bilbao or thousands of xarnegos in Barcelona, or thousands of apulians in Milan.
Those people moved mostly because of the industrial bosses who called them to lower the wages creating a mass of unemployed and sub-proletarian workers.
