It might be somewhat irresponsible to have sexual contacts without a condom, but seriously, if peope with just lets say 3 normal sexual contacts have the bad luck to get to someone infected, they are not innocent but hardy deserve that disease...
Anyway, infected should be at least branded, maybe on an intime area of the body, but so that they can't spread the disease to more people without telling someone the truth. If the situation would be more severe, tests could be made by the state and if necessary with force.
