If that would have been done we wouldnt have an AIDS plague at all since one of the first spreaders of the disease (out of Africa) was a homosexual flight attendant who spread it even after he knew that many of his "partners" were already sick or dead. He for himself lived quite long after his infection and was "international", you can imagine how he spread it in all the gay clubs and with boys throughout his life...
At this point getting him and 200 others would have saved millions. Such thought are "politically incorrect" now, but at this time, before this whole gay tolerance, individual rights and "save sex is good no matter with whom and why" came up, many people thought about strict measures.
Times changed and everything is getting much worse since the 1990's...
