With a ratio 10:10,000 and only in the case that they are Europeans, for my country it means some 35,000-40,000 people in total. We have roughly twice as many of Germans, English, Dutch and other Europeans, and it is hardly perceivable except for some exceptions.
But being white means nuts to me. For example, a similar number of White Americans would be a disaster in cultural terms. However, among the Americans one must still distinguish between the
Creole types and the
Colonial types. By
Creoles I understand those of very recent and clear European ancestry which have not lost their roots to the
"White Mestizo" sub-culture of America. Conversely, the
Colonials would be those with profound roots in America and who are a lost case as far as Europe is concerned.
Note: I know that many understand something different by
Creole, but the word derives from Spanish
Criollo which was used to designate the Spaniards born and/or raised (verb
criar) in The Americas.

Migration movements around Europe have been a constant throughout history, and they have had little to no incidence in the evolution and formation of the Nations of Europe. Or they have. But this incidence has been extremely positive in terms of adoption of new ideas and techniques.
However, those migrations have been very limited (I'm refering here to Modern Times) and that's why their impact have been positive. The problem comes with the modern facilities to travel and to move from one place to another, which should be solved among European Nations by setting a
numerus clausus.
