Well, yes. But he has stripped out "all of the politics" as the tv presenter says and I would suspect that that means a lot left out of the equation. Typically economicist. There are economic benefits (and costs) that are much harder to quantify either because they don't fit into short term equations, or because of their variables.
In a way, it is similar to the costs/benefits of the War against Iraq in that it is a gamble.
