Berlin Plus agreement works quite good here in the Balkans, i.e. in Bosnia and Hercegovina, Kosovo and Macedonia. I think there is quite a pressure from both sides of Atlantic. Anyway, NATO functions on basis of specialization and I don't see a reason why should particular nations contribute in means different from their agreed specialization. USA on the other hand is biggest provider of military capabilities and it is expected from them to give it to EU for their use. Although, with France in military NATO structures, what is left of Eurocorps' purpose?
