Hardly. During the negotiations the west was against any kind of partition. Not only that but the Albanians would not of accepted partition.
The west during the entire negotiating process ruled out an exhcange of territory, Serb enclaves for the 2 Albanian municipalities in Serbia.
Partition is only likely to occur now since the negotiations have failed.
