This is a very well known painting for all the -Ist people. It is known also because Check Anta Diop (One of The Afro-Centrist forefathers) used to try the negritude of ancient Egyptians; he used this picture together with a similar one from Ramses III tomb...What is funny about Diop's works is that when he shows the frescoe in his books the chap who is supposed to represent the Egyptian is identical to the Nubian one; IMO, It is sure that Diop altered it in roder to make it match with his Wishes
And you are right, some tribes of Libians berbers (not all and not always) are often depicted very pale and light haired. Probably an ancient Eastern extension of Rifian, Kabylian and Imazhigen berbers.
