The article is nonsense.
Their are two Albanian populations in montenegro today -- one Catholic, one Muslim.
The Muslim ones tend to be provocateurs, while the Catholics are not.
The Albanians were not part of the government in the early 90s but since 1997 they have been supporters of the Montenegrin government. The government they support is the same one this group accuses of "apartheid".
The authorities in Montenegro are not albanian especially since they rely on them to stay in power. The only anti-Albanian thing the authorities have done is refuse to make an ethnic Albanian dominated suburb of the capuital a seperate municipality. They have good reason not to because the whole idea of creating this municipality was started by an extremist Albanian living near the border with Kosovo who says that this would be the first step to Montenegro's ethnic regionalization.
The number of extremists among the Albanians has increased since independence of Montenegro -- before they only cared for seperating Montenegro from Serbia and they were the deciding factor in the election. Their have been two incidences since montenegrin independence -- peiodic clashes in the suburb mentioned above and of course a group of albanians caught plotting to blow up parliament.
