Yes, it is yet another one of those "think tanks" taken over by Neocons. From my understanding it started out with a set of principles similar to Ron Paul's and then drifted into joining the Neocon permanent revolution. A similar shift happened with the American Enterprise Institute, which was meant to represent big manufacturers in economic policy debates in Washington.
There are quite a few people working to set up the same kind of policy institutes around the EU and the national governments of Europe. They want to be able to get a monopoly on debate so that even someone like Prince Andrew (let alone a mere "ordinary" citizen) gets told to shut up and leave it to the experts.
