Shame on you to leave out Suomen Ilmavoimat, the Finnish Air Force. Is it because you are Swedish?

Ok, it's small, but pretty efficient, definetily better than the Albanian...

Of course they are not comparable with RAF or Luftwaffe but take training and the role and tactics into consideration they stand well in comparison to most other nations you listed.
The Finns fly F-18 Hornets and training is conducted in BaE Hawk. The Finnish Air Force display team flly Hawk.

And it's spiked with history and aces, second to Germany per capita. They were pretty damned efficient against the Soviets, shooting down hundreds of enemy planes.
