I voted for RAF [combat experience; fundings], it is difficult to compare though since all NATO states train together and have common standards, training-schemes, maneuvres and squadron exchanges. The main combat aircraft of GB, FRG, Italy and Spain will be the
Eurofighter Typhoon.
Non-NATO members like Switzerland and Sweden also participate in NATO maneuvres, the military hardware such as airplanes and missiles are the same used by NATO airforces. It is noteable that Sweden builds her own fighters, but since the missiles/weapons are NATO standard weapons and aircrafts of the type
Saab JAS-39 Gripen were exported to two NATO states (Czech Republic, Hungary) and the common training, it is not possible to say who is better in the end. The French Armée de l'Air is a good candidate too since France never mandates her armed forces to NATO during peace times because she is no full member of NATO, and also maintains an own aviation industry, the latest product is the
Dassault Rafale.
