I don't see how this idea is viable. How would one tax every single human birth? It's just a stupid idea. Sure, there needs to be something done about the birth rate in certain countries, but that can be done with the introduction of modern methods of contraception as well as education (for example, the birth rate in Iran fell from 4+ in the 80ies to 1-2 ten years later or so because of this).
