A loose alliance of sovereign nations, yes. Something totally unrelated to the present day EU.
The EU in its present form is unreformable, because it is founded, as Mynydd also said, on false premises and rotten foundations. It is the principle of the so-called poisoned well or tainted source, as

The tyranny of words or glossocracy...one must be very careful. It is called "European Union" and people tend to mistake it for Europe in general.
