The reticence is not the politicians' own reticence, but forced by the knowledge that this is going to be a very unpopular move, among many people.
Call it delay if you wish, but the Turks will keep seeing it as reticence on the part of the EU, since they don't have to care for whatever indices of popularity of Merkel in Germany.
