A combination of 1a, 1b, 2a, 2b, and 10. I think that they should be given a choice of either being sent back to their native lands. If the person or their parent's fought for their country (and well, not in a half-hearated "war" such as the Middle Eastern war) then I think some sort of respect should be paid to their service but they can not be allowed to marry or reproduce in the host country.
