1. People who are unlikely to identify with a foreign hostile power, culture or ideology (for example of the opposite: Muslims).
2. People with a compatible set of values and culture, and are preferably as ethnically close as possible.
3. People who are racially close to a reasonable degree. Not a hardcore racist here, but looking radically different makes it obvious that your roots lie in a faraway place making it harder to identify with the country and integrate.
