I believe that in Spain we have what you have described as the North Italian situation in part of the country. Probably in the Basque Country, and Navarra the case is even better than that.

The description of the worse case of the Central Italian situation (Lazzio)is clearly what is happening in Andalucia, Galicia, Valencia, Murcia and the Canary Islands.

All the rest could be clasified either in case A or B.

In Spain, fortunately we still do not have what you have described as the Southern Italian case.
