I find these "preemptive actions" highly problematic. Ironically, in the case when a coalition of big European countries would take "preemptive actions" against some tiny Albania, it would be actually correct for
the targeted Muslim country to take some "preparing actions" - like getting a powerful ally, inviting foreign terrorists to their area and arming them.
