Yes, Western France was long protected and preserved by the fact that it was the least industrialized (except for some areas like Rouen or Le Havre) French area. Now cities like Rennes, Nantes, Caen, Bordeaux, La Rochelle, Le Mans ... are getting increasingly economically attractive (especially for Parisians fed up with stressful life in the capital) and are very well connected to the rest of France (with TGV). "Economic modernization" probably also meant "ethnic mixity" in governmental minds.
