Those who are against the preservation of the distinct peoples and cultures of the world would certainly be capable of paying someone to do something like that. Whether this fellow is paid who can say. He clearly has a rather extensive vocabulary though I'd hesitate to use the word intelligent. Perhaps 'clever' is the proper term.
As for what he writes it sounds pretty, but says nothing...like bad Japanese haiku.
