Its got a lot to do with Finlandization. After the war, although Finland remained independent, she was forced to tread very carefully between the interests of the West and those of the USSR - while trying to pursue her own. This led to a nominal policy of non-alignment, neutrality. After the break-up of the USSR, the NATO theme has become ever more prominent, and the question is really will Finland rely on EU or join NATO (the public political debate, I mean).
