That's history, and this is genetics:

Observe the R1a column. The R1a haplogroup is most common in Slavic speaking countries. It is reported in fairly small frequency in Macedonian people.
Ma=Macedonians
Se=Serbs
Bu=Bulgarians
As you can see from the image, Macedonians are genetically closer to the Serbs that to Bulgarians but they can't be considered as part of those nations. That's because of their culture and already formed national identity. Differences between them and neighbouring Slavic peoples are most likely the result of genetic contribution of indigenous peoples that lived in those certain areas.

Regarding the culture, you're right. Macedonian culture is different from Greek one. It's unquestionable that today's Macedonian culture is Slavic, and people that are members of the Slavic culture and speak Slavic language are regarded as Slavs.
